In late August of 2000, the GOP ran an campaign ad critical of Democrat presidential candidate Al Gore's prescription plan. The gist was that bureaucrats would be making sweeping decisions that left no room for personal choice on the part of the users of the prescription plan. During this commercial, for 1/30th of a second, the word "RATS" appeared on the screen.
The Gore campaign took offense and complained to the New York Times. They ran a front page story entitled "Democrats See, and Smell, Rats in G.O.P Ad" on September 12. The rest of the MSM jumped on the bandwagon, hysterical that the Bush campaign was using "subliminal" advertising.
At this point, the Democrats pushed aside the bureaucrats and claimed the RAT tag for themselves.
